feat: introducing SLURM job signalling

This PR will introduce job signalling to the SLURM plugin for Snakemake. Note, that it will require a corresponding PR to the jobstep-Executor.

It should solve issues #242 && #243 .

The current state is merely (untested) job signalling raw code.
