NO-SNOW: Change initialization logs level to DEBUG

Overview

The DriverInitializer and SnowflakeDriver static block log several INFO-level messages during class loading, before connection parameters like tracing=WARNING have a chance to take effect. Since java.util.logging's default ConsoleHandler threshold is INFO, these messages leak to stderr and cannot be suppressed by the user.
