Dependabot PRs in this repo bump GitHub Actions versions in
.github/workflows/ci.yml. Merging PRs that change workflow files requires theworkflowspermission, which GITHUB_TOKEN doesn't have by default. Thesecrets: inheritapproach fell back to GITHUB_TOKEN without this permission.
