This is HLD for snappi test case written to test icmp_hw_offload capabilities on hardware and orchagent.

What is the motivation for this PR?
We wanted to isolate and test state detection of icmp sessions and creation of sessions as well.
How did you do it?
We chose snappi to send dummy icmp echo reply data and programmed dummy sessions on dut side.

Tested it on local snappi setups
