[testing] Pin setuptools<81

the pkg_resources has now been removed from python, and in order to continue to use this we need to pin the setuptools to less then 81. This will need to remain till avocado-framework updates their import and usafe of pkg_resources.

• sudo dnf install -y 'dnf*-command(copr)'
• dnf copr enable packit/sosreport-sos-4231
• And now you can install the packages.
