refactor(chore): upgrade lerna version

Description

This pull request primarily updates the lerna dependency across the repository to version 9.0.0, ensuring consistency and compatibility with the latest features and fixes. Additionally, it updates hash values in package manifests to reflect the new build state after dependency changes.
