Update documentation:

• removing mention of non-existent JumpStep: Docs refer to missing JumpStep #1946
• removing mention of non-existent exit code 64: romancal docs reference unused exit code #2119
• fixing README to mention public CRDS server: Update README to reflect existance of files on central store #1961
• updates stpipe documention to link to new stpipe docs and remove uses of deprecated logcfg: Update documentation for stpipe logging changes #1963
• update README and installation docs to specify python 3.13 (since the current default, 3.14, is not supported): README and installation docs will default to 3.14 #2121

As this is only a docs update, no regtests were run.

• add a build milestone, i.e. 24Q4_B15 (use the latest build if not sure)
