Update Zig version to latest master

This PR updates the Zig version in the devcontainer Dockerfile to the latest master version (0.16.0-dev.2973+06b85a4fd) as identified from ziglang.org/download/index.json. This is done to ensure the CI build on the main branch remains stable. All Go tests passed successfully after the update.
