setup-ruby can only provide Ruby 2.2 on Ubuntu 20.04 images, but that image is going away: ruby/setup-ruby#496 (comment)
setup-ruby says: > Unavailable version 22.1.0 for truffleruby on ubuntu-22.04
The macOS 12 Actions runner image has been removed: actions/runner-images#10721
