Closes spring-projectsgh-16042 This commit adds a static initializer block to both OpenSaml4AssertingPartyMetadataRepository and OpenSaml5AssertingPartyMetadataRepository. This ensures OpenSAML is initialized upon class loading, preventing failures when methods like withMetadataLocation are invoked without prior initialization.
