Combine combineEliInfo() implementations

• Combines two separate combineEliInfo() implementations for types which have a .description field and those which don't have a .description field (which have a .value field instead)
  • Uses if constexpr( ... ) to test either .description != nullptr or .value != nullptr
• Uses std::none_of() with lambda to simplify the code which finds name matches
  • Previous code used bool add local variable which shadowed std::vector& add function parameter
• Makes the second parameter a reference to const vector since it's not modified
• Makes combineEliInfo() a non-static template function in a header so all instantiations are merged
  • static would put a separate copy in each translation unit
