Code Review

This pull request correctly updates the collection version to 0.7.0 in galaxy.yml. However, the PR appears to be incomplete. The code changes for the new features mentioned in the description (ability to set region name and skip user creation) are missing. Furthermore, the CHANGELOG.rst file has not been updated to reflect the changes in this new version. Please include the feature implementation and the changelog update before this release is finalized.
