This change adds the
pulp_repository_fast_updatevariable. Enabling it can greatly speed up repeated invocations of the pulp_repository role, at the expense of less strict checks when updating existing remotes.Instead of looping through all repos, the fast update mode will only loop through repos that don't already exist when creating repos and remotes.
Syncs are still performed on every repo
Currently just opening this PR as a draft as a place to discuss the changes.
Planning to also implement similar changes on other roles
