- applies podman changes from Get RL9.5 working for non-OFED slurm builds #487 so appliance can run with 9.5
- bumps GenericCloud base image to 9.5
- adds 9.5 ark snapshots

LGTM, noted needs SMS config PR too to get the RL9.5 genericcloud image there.
