Use Rocky Linux 9 container base image by default

There are no stable releases that support CentOS Stream 8 any more, therefore rocky 9 should be the default moving forwards

I think the pinning should be fine. I'd like to update the checkout from Yoga onwards but I'd understand if you think it would be safer to only change the default in Zed+

It could be a bit risky to change the default in yoga - mainly due to the change in python version. We'll need to consider SKC CI as well as the stackhpc.kayobe_workflows collection.

Caracal support is around the corner. How about we merge it when we officially support Caracal and drop Yoga?
