Currently, if there is only one VIP defined, the external backends for haproxy are not defined in the configuration. If haproxy_single_external_frontend is enabled, this causes issues because the map for external frontends points to those external backends. This fixes restore the rendering of external backends if haproxy_single_external_frontend is enabled to make public interfaces work in this scenario.
