- Move monitoring tests to a monitoring module
- Add OpenSearch Dashboards test
- Add initial Grafana tests
Adds one tests that checks some basic Grafana statistics. Mostly to check that we can access the API.

The difference is our SKC branch specifies a different sct_version which shouldn't make a difference. It should be overridden with stackhpc_cloud_tests_version.
…ithub.ref }} gives us refs/heads/branch_name - we want just "branch_name".
