RL9 OVS upgrade is expected to fail. Will continue to do so until https://review.opendev.org/c/openstack/neutron/+/952561 merges

Do you think you could rebase into a single or a couple of commits? I almost commented on the hardcoded /home/runner path before realising it was rewritten in a later commit.
