Note

Updates the Starknet toolchain and testing dependencies to newer minor versions and aligns CI with them.

• CI workflow on-pull-request.yaml now uses starknet-foundry 0.55.0 and scarb 2.15.1
• Bumps workspace deps in Scarb.toml: snforge_std 0.55.0, starknet 2.15.1, assert_macros 2.15.1
• Refreshes Scarb.lock to corresponding versions and checksums (snforge_std/snforge_scarb_plugin 0.55.0)
• Updates .tool-versions to scarb 2.15.1 and starknet-foundry 0.55.0
