- removed statamic helper from translation utils so it can be used from storybook. populate it with real stuff when booting the cp vue app. - ui- prefixed components use same logic from cp - $date is real object
The export like it was was causing a "PublishContainer is not defined" error. Splitting them fixes it.

This adds Storybook which will be used for the docs as well as development.
