[RFC]: Include code preview and full original comments in commit comment issues

We now automatically generate good first issues from comments by core contributors that tag the @stdlib-bot with instructions on how to fix various issues. Here is an example:

stdlib-js/stdlib#5147

Currently, it is harder than it should be to review PRs with fixes for the comments linked to from the issue. Life would become easier for both contributors and reviewers if we included code previews for the code that has to be changed as well as the full original comments in the generated issues, which would make opening all linked comments unnecessary.

Notes:

Mainly spent time looking up the structure of the return object for GitHub commit comments and how to generate the code preview URLs. Was pretty much done in 30min aside from some Bash errors due to incorrect syntax, which I likely would have avoided had I used AI assistance.
