Updating test.ts by adding few additional tests for the issue --> Insufficient TypeScript declaration tests for @stdlib/utils/circular-buffer #474

What is the purpose of this pull request?

This pull request:

• a. is made to mark my contribution to the additional test cases required for the circular buffer.
• b. is a part of 'good first issue'.
• c. is related to the tech stack that I am familiar with and solves the issue Insufficient TypeScript declaration tests for @stdlib/utils/circular-buffer #474.
