build: add a script to find packages with structured meta data

What is the purpose of this pull request?

This pull request:

• adds a generate_data.js in _tools/scaffold/math-iter-unary/scripts, which finds the packages in math/base/special having structured meta data, as a scaffold field inside __stdlib__ in package.json.

@gunjjoshi Refactored to write to file and fixed filtering. This scaffold only applies to unary functions, so we should extract metadata accordingly.
