This commit removes `@stdlib/stats/base/dcuminabs` in favor of `@stdlib/stats/strided/dcuminabs`. BREAKING CHANGE: remove `stats/base/dcuminabs` To migrate, users should update their require/import paths to use `@stdlib/stats/strided/dcuminabs` which provides the same API and implementation.
