What is the purpose of this pull request?

This pull request:

• Adds JS implementation of blas/base/zrotg
• Adds Fortran implementation of @stdlib/blas/base/drotg
• Adds C implementation of @stdlib/blas/base/drotg
• Adds Tests , Benchmarks and Examples for C, Fortran and JS
