feat: add Symbol.search package with docs, examples, tests

Description

What is the purpose of this pull request?

This pull request:
Adds a new package @stdlib/symbol/search exporting Symbol.search.
Includes TypeScript definitions (index.d.ts, test.ts) for type safety.
Adds examples demonstrating usage with objects and String.prototype.search().
Adds tests (test.js) to verify the symbol is exported correctly and works in ES6+ environments.
Updates README.md with usage, notes, examples, references, and related Stdlib links.
Ensures naming conventions and copyright years (2025) follow Stdlib standards.
