Renaming the loadbalancer role and host group to haproxy as this matches the other service naming in the project
This provides metrics for prometheus to scrape so we can set alerts based on the containers

Renaming the loadbalancer role to haproxy. All other roles are named by their service they are deploying. It makes sense to change this to haproxy.
Adding a role to add CAdvisor containers to the ChatOps hosts. Also, adds a rule to the ChatOps security group to allow access to the CAdvisor metrics endpoint
