Include `stderr` from failed inputs or outputs container in a task's system log.

Currently if inputs fail to download or if outputs fail to upload, we record the container's stderr in the containers table.

However, this information is not included in the task's system log, so it is not surfaced to users.

This means users have no way of diagnosing the problem without contacting the planetary administrator.
