Relates to storybookjs/storybook#33830
This PR increases the range for Vite 8, which is getting ready to be released soon.
Additionally, it updates the svelte plugin to v7 (currently in beta) and forces Vite 8 to be used in the repo - DO NOT MERGE WITH THIS CHANGE.
This shows that with Vite 8 both the latest version of
@sveltejs/vite-plugin-svelteand Vitest tests will run
