Fix backend logging initialization

Describe the change
This PR includes a couple of small fixes to the original logging changes.

• Rename from [DEBUG] to [VERBOSE]. Other things are apparently getting logged with [DEBUG] which complicates filtering.
• Adds some logging for when the backend pulls no tasks or expired tasks
• Moves verbose logging initialization to after we set the logging config based on the YAML config
