Handle migrations that were leading to
NOT NULLand default values being dropped fromstructure.sql.This PR has changes from @jcoyne's draft PR #3509 and #3508 (which can then be closed).
How was this change tested? 🤨
Migrating locally from an earlier state than this week's new migrations. Ran H2 integration tests on stage.
