This PR goes along with SUNDIALS PR #819, that adds routines to retrieve the current stage index, the last-saved
tnvalue, and the last savedynvector. It also includes new unit tests to call these functions as well as the step/stage pre/postprocessing routines, to ensure that the output from these together are correct.
