What kind of change does this PR introduce?
This is a stacked PR against #1025
The goal of this PR is to use the docker image created by nix build as a parallel basis for the postgres/Dockerfile that builds postgres and extensions/wrappers + use this parallel version to run tests and builds in parallel where applicable
