improve use cases versioning and add distilled docs

• Add ability to generate distilled docs
• pnpm run generate-summaries now keeps track of changed documentation and reruns only updated sections when run
• Serve distilled docs (unless use_distilled: false in get_documentation tool call)
• Adds admin panel to view distilled docs compared to normal docs: https://mcp-git-improve-use-cases-and-summaries-svelte.vercel.app/compare/distilled
• Adds admin panel to view use_cases compared to normal docs: https://mcp-git-improve-use-cases-and-summaries-svelte.vercel.app/compare/use_cases

TODO

• Verify if any documentation sections should never be distilled (I think this might be needed for the reference docs eg https://svelte.dev/docs/svelte/svelte )
