With the LLVM rebranch, the format for the `Options.inc` file has changed. This updates `makeOptions` to handle the new format appropriately.

We have #1975 up to fix this one. None of the jobs are setup to use rebranch for the driver, so we worked around it in that PR. Sorry to waste your time looking at this @Steelskin 😓 |
