Fix a stale link that points to /apple instead of /swiftlang as the organizational parent of the Swift project.

Modifications:

  • Redirect the GitHub page to /swiftlang
  • Tweak the bug tracker description to remove "language", since technically it's the bug tracker also for various parts of the toolchain and docs.
