`usr/lib/swift/clang/lib/wasi` directory doesn't exist in Swift SDKs for WASI, for `libclang_rt.*-wasm32.a` we should symlink to `../../../swift_static/clang/lib/wasi` instead.

`usr/lib/swift/clang/lib/wasi` directory doesn't exist in Swift SDKs for WASI, for `libclang_rt.*-wasm32.a` we should symlink to `../../../swift_static/clang/lib/wasi` instead.
