Adding tracing to concurrency, and enable tracing on the standard library on Apple OSs. rdar://164925172 (cherry picked from commit 01eb399)
Adding check to CMake to verify that we have the os_signpost and os_log API available in order to accept enabling the runtime tracing. (cherry picked from commit 20cfe0a)
