clang will start looking at CanonicalName and SupportedTargets soon, and error if those aren't as expected in the shipping SDKs. Pre-emptively add those to the test SDKSettings.

Split out from #86309 to ease landing the stack. The clang change by itself breaks the Swift tests, the Swift change is tied with an lldb change, and trying to get CI to test all three together is proving to be a pain. If the Swift test changes land first, then the clang change is independent and can land by itself, and then the Swift and lldb changes can land together.
