Runs for all scenarios including taxpayer and bau.
I tried putting some what more realistic values in for the yaml parameters. holding off on analyzing results until we feel better about our inputs but i have some temporary plotting functions that make what we want for the wire frame
More post-processing work to come but this should at least produce all the results we need.
Still not calling the generate_scattershot function. lets address in separate PR
