Document decoupled controller attributes via the _controller_attributes request attribute and the new ResponseEvent::getControllerAttributes() method.

Fixes: #21672

The ``::`` shorthand creates PHP code blocks that fail syntax validation
because ``public function`` without a class context is invalid PHP.
- Remove spaces before "/>" in service_container.rst
- Use php-attributes code block type to avoid PHP syntax validation
  on method-level snippets without class context
