At todays meeting we determined that the following issues need to be accommodated within this PR

• creating $TAGBASE_HOME/services/nginx/ssl read permissions
• creating $TAGBASE_HOME/staging_data write permissions
• create $TAGBASE_HOME/postgis-data read + write permissions
• create $TAGBASE_HOME/dbbackups write permissions
• generate TLS cert and key
• move TLS cert and key to $TAGBASE_HOME/services/nginx/ssl
• refactor [dev_servers] IP in inventory into environment variable
• refactor ansible_ssh_private_key value in inventory into environment variable
• refactor server_ip value in staging.rb into environment variable

Hi @renato2099 when we come back to this we can consider the following use case as well.
Say the remote machine needs to be restarted for some reason as is common with linux distributions from time to time. On system restart we want docker-compose to be executed on the stack and for tagbase-server services to be restarted on the host machine.
