Fixes the docker build(s). The main Dockerfile builds the current release (0.1.4) by pulling it from GH releases. This is tagged as
tarpn/tarpn-core. The Dockerfile under tests/docker builds the project from source and builds astarpn/tarpn-test.Neither of these are published to dockerhub yet.
Included in this PR is also a docker compose file that will set up a simple three node network. The README includes instructions on how to build the image and run the network.
