Use the same algorithm as [DataView objects](https://tc39.github.io/ecma262/#sec-getviewvalue): - Coerce the index argument to a number with ToNumber(). - Throw a RangeError if the index is not an integer. Also add a missing '_' to the nearby elementLength computation.
