Bump PHP to ^8.3, Laravel to ^12.0, and Statamic to v6.0.0-beta.1. Remove asset container permission methods (allowUploads, allowMoving, allowRenaming, createFolders) dropped in v6. Replace BardInlineOption::Break with inlineHardBreaks() method to match the new Bard API. Update tests for Pest v4 void return types and skip routes removed in v6.

- Updated `EloquentNavigationRepository` to gracefully handle missing database tables.
- Fixed a test route in `NavigationControllerTest` and improved repository configuration setup.
- Bumped dependency versions:
  - Statamic to v6.3.0.
  - Laravel to support ^11.0.
  - Updated `inertiajs/inertia-laravel`, `webmozart/assert`, and other packages.
- Adjusted GitHub Actions to use updated versions and added PHP 8.5 to the test matrix.

- Updated `composer.json` for version 3.0.0 and adjusted dependency constraints:
  - PHP to ^8.3.
  - Laravel Framework and Illuminate Support to ^12.0.
  - Removed support for Laravel 11 and Orchestra Testbench ^9.0.
- Simplified GitHub Actions workflow by removing Laravel 11 from the test matrix.
