chore: fix module labels in .github/labels.yaml

Summary

• Remove duplicate labels already defined in .github/labels.common.yaml
• Add missing module labels for all modules in modules/ directory
• Sort module labels by name

Changes

Updated .github/labels.yaml to:

• Start with # Modules comment
• Include one label per module (:floppy_disk: <module-name>) sorted alphabetically
• Remove any labels duplicated from .github/labels.common.yaml
