Enable automated deployment of Hub Services

Currently the deployment of Hub to production is a manual process and is error prone since the image are built locally and the deployment is performed manually. 

Lets enable deployment of API service when a git (annotated) tag is created and pushed.

Stale issues rot after an additional 30d of inactivity and eventually close.
