[WIP] Update HTML spec imports based on feedback from PR #5770

• Understand the feedback on the no-restricted-imports rule
• Update eslint.config.js to add explicit paths for barrel imports (., .., ./, ../)
• Scope the rule more precisely to packages/html/src/**/*.{ts,tsx}
• Test the lint rule to ensure it catches all the documented violations
• Verify the rule still allows exceptions for index.ts files
