Updated deprecation notice, from initial survey it seems projects with dependencies on this repo have not been updates in years. This project has been deprecated for years, with a cmake build that has been long unmaintained and broken. We are no longer pushing updates to the repo, all updates will still go to the XLA repo, but projects should aim to migrate to StableHLO (most projects that took an mlir_hlo dep already have).
