Description

Remove US-south from test regions per announcement from secrets manager team.

Run the pipeline

If the CI pipeline doesn't run when you create the PR, the PR requires a user with GitHub collaborators access to run the pipeline.

Update catalogValidationValues.json.template and set to region to eu-de, otherwise it will default to using us-south during catalog validation

Also lets get an extended quota in eu-es, as we are going to bottleneck eu-de now since its the only region the tests are going to use in this repo

Going to hold off merge here until we get extended trial quota in eu-es, otherwise we will overload eu-de and hit quota limit there
